Fairfax County Economic Mobility Pilot

CSSR Evaluation Project

The Fairfax County Economic Mobility Pilot was designed to address the persistent economic vulnerability among the County’s working families with children, by helping them build greater financial stability and create pathways toward long-term economic mobility. Through an 18-month guaranteed income pilot, 180 families received unrestricted monthly payments of $750, along with access to varied financial coaching and mentoring supports and in combination with a range of organizational supports. Grounded in principles of dignity, self-determination, and trust, the pilot recognized participants as experts in their own lives and provided the flexibility to address their most pressing needs while investing in their future goals. 

Over a 20-month evaluation period, the CSSR research team collected data from participating families through surveys, interviews, and community conversations. Data was collected at the onset of the pilot, seven months into implementation, and shortly after the pilot concluded.  

Findings show that the pilot had a profound stabilizing effect, reducing financial hardship, easing stress, and helping families manage housing, food, childcare, transportation, and healthcare expenses. Participants were better able to pay down debt, build savings, improve credit, pursue education and workforce credentials, and invest in their children's futures. Many described the experience as transformational, citing improvements not only in financial wellbeing but also in health, family relationships, community engagement, and confidence in their ability to achieve long-term goals.
